Enrolment Scheme

The Ministry of Education instructed Hokitika Primary School to implement an enrolment scheme on October 14, 2024. The zone has been determined by the Ministry of Education following consultation with the school and wider community. Siblings of children already enrolled at Hokitika Primary School will be able to attend HPS even if their address becomes out of zone as a result of the implementation of this enrolment scheme. 

Home Zone:

The Home Zone includes addresses on both sides of the boundary roads mentioned in the description unless otherwise stated.

 Starting from where Ruatapu Road (SH 6) crosses the Hokitika River, the home zone follows:

• West along the northern bank of the Hokitika River until the coastline

• North-east along the coastline until, and including, number 1317A Kumara Junction Highway (SH 6)

• From 1317A Kumara Junction Highway (SH 6) travels south-west along Kumara Junction Highway (SH 6) until Stafford Road

• South-east on Stafford Road until Stafford Loop Road

• South-west on Stafford Loop Road until Kumara Junction Highway (SH 6)

  • Including Stafford Loop Road to the south-east of Stafford Road up to, and including, number 493 Stafford Loop Road,

  • Including Gillams Gully Road,

  • And including Ballarat Rise

• South-west on Kumara Junction Highway (SH 6) until Arahura Valley Road

  • Including Old Christchurch Road up to and including number 955 Old Christchurch Road,

  • And including Spencer Road

• South-east on Arahura Valley Road until its intersection with Blue Spur Road

• and Humphreys Gully Road

  • Including Two Mile Line Road

• South-west on Fitzherbert Street (SH 6) and then Ruatapu Road (SH 6) until the northern bank of the Hokitika River.

Each year, applications for enrolment in the following year from in-zone students will be sought by a date that will be published by public notice in a medium appropriate to the area served by the school. This will enable the board to assess the number of places that can be made available to students who live outside the home zone. 

Special Programme - Te Reo Māori bilingual special programme

Hokitika Primary School operates Rūma Rumaki Reo, Te Reo Māori bilingual special programme.

The criteria for acceptance into this special programme is as follows.

• Whānau who are interested in enrolling will have a hui with the kaihautū of Rūma Rumaki Reo at Hokitika Primary School.

• A commitment to involvement in the kura, and to learning te reo, is expected from whānau of Rūma Rumaki Reo ākonga. The Rūma Rumaki Reo special programme has limited spaces. The number of ākonga able to join the Rūma Rumaki Reo is limited to 51 ākonga.

If there are more applicants than spaces available in the programme, places will be balloted according to the following order of priority:

1. First Priority: will be given to applicants who are mana whenua (Poutini Ngāi Tahu).

2. Second Priority: will be given to applicants who are siblings of current ākonga in the Rūma Rumaki Reo special programme.

3. Third Priority: will be given to applicants who are siblings of former ākonga in the Rūma Rumaki Reo special programme.

4. Fourth Priority: will be given to any applicant who is a child of a former ākonga in the Rūma Rumaki Reo special programme.

5. Fifth Priority: will be given to any applicant who is either a child of an employee of the board of the school or a child of a member of the board of the school

6. Sixth Priority: will be given to all other applicants.

Additional Entitlement to Enrol (Transitional Arrangements) 

For families of currently enrolled students whose addresses become out of zone as a result of the implementation of this Enrolment Scheme. 

Section 75 of the Education and Training Act 2020 states that; “the Secretary may authorise an enrolment scheme to permit a student to enrol at the school as if the student lived in the home zone of the school if, - 

(b) in the case of a new enrolment scheme, the student— 

(i) lives outside of the home zone of the new enrolment scheme; and 

(ii) has a sibling who is enrolled at the school at the time that the new enrolment scheme is implemented.” 

The Transitional arrangements (“Grandparenting”) section within the Guidelines for the development and operation of enrolment schemes for State Schools further clarifies that in order to enrol as if the student lived in the home zone: 

(i) The sibling must also still be enrolled at the school at the time that the student wants to enrol 

If applying for enrolment under this part of the Enrolment Scheme, the sibling’s name and evidence of a sibling relationship may be required by the school. 

Section 75 of the Education and Training Act 2020 sets out the definition of a “sibling” for these purposes. 

The school will maintain a list of students enrolled at the time of the implementation of the enrolment scheme by the Board in order to enable determination of eligibility to enrol under this provision. 

Out of Zone Enrolments 

Each year the School Board will determine the number of places which are likely to be available in the following enrolment period(s) for the enrolment of students who live outside the home zone. The Board will publish this information by public notice in a medium appropriate to the area served by the school. The notice will indicate how applications are to be made and will specify a date by which all applications must be received. 

Applications for enrolments will be processed in the following order of priority: 

First Priority will be given to students who have been accepted for enrolment in the Special Programme (Rūma Rumaki Reo) run by the school and approved by the Secretary of Education. 

Second Priority will be given to applicants who are siblings of current students. 

Third Priority will be given to applicants who are siblings of former students. Fourth Priority will be given to any applicant who is a child of a former student of the school. 

Fifth Priority will be given to any applicant who is either a child of an employee of the board of the school or a child of a member of the board of the school. 

Sixth Priority will be given to all other applicants. 

If there are more applicants in any priority groups than there are places available, selection within the priority group will be by ballot conducted in accordance with instructions by the Secretary, under Schedule 20, Clause 3 (1) of the Education and Training Act 2020. Parents will be informed of the date of any ballot by public notice in a medium appropriate to the area served by the school. 

Applicants may be required to give proof of In Zone address, or proof to support their application if seeking enrolment under the Out of Zone priorities
